Mexican authorities recently apprehended Ricardo González Sauceda, known as “El Ricky” or “Mando R,” a notable leader of the notorious Cartel del Noreste. The arrest took place in Nuevo Laredo, Mexico, on February 3, 2025. This operation followed the Mexican President’s agreement with former U.S. President Donald Trump to enhance border security efforts. González Sauceda had been a prime target with two arrest warrants for attempted homicide and ties to numerous criminal activities, including extortion, homicide, and assaults on Mexican federal forces, as reported by the Laredo Morning Times.
Authorities believe González Sauceda orchestrated a deadly attack on the Mexican military, which resulted in the tragic killing of two soldiers. The arrest operation was a collaborative effort involving Mexico’s Navy, National Guard, Attorney General’s Office, and the Department of Security and Citizen Protection.
In the wake of his arrest, Nuevo Laredo experienced a surge of violence. Gunfights erupted across the city, leading to roadblocks on major highways. Mayor Carmen Lilia Canturosas quickly addressed the situation by urging residents via Facebook to remain indoors for their safety, stating, “Family, we have [situations of risk] in several areas of the city. Please do not leave your homes at this moment. Stay safe and take precautions to avoid incidents. I am in coordination with authorities. I will keep you informed.”
Meanwhile, the U.S. Consulate in Nuevo Laredo issued a warning to American citizens, advising them to shelter in place due to widespread gunfights throughout the city.

This development coincided with Mexican President Claudia Sheinbaum’s consent to deploy 10,000 Mexican soldiers to the border, agreeing to this measure after President Trump’s imposition of tariffs on Mexico. This action resulted in a temporary pause in the tariffs as both nations engage in negotiations. Additionally, Canadian Prime Minister Justin Trudeau announced a comprehensive $1.3 billion border security plan to enhance defense against illegal activities such as fentanyl trafficking and illegal immigration. The plan includes new helicopters, advanced technology, additional personnel, improved coordination with American authorities, and increased resources.
These diplomatic moves unfolded after President Trump enforced his anticipated tariffs of 25% on Mexico and Canada and 10% on China on Saturday. Consequently, the Canadian dollar’s value plummeted to a historic low since 2003, and the Mexican peso experienced a 2% decline in value.
