Rubio’s blunt reaction in France
Senator Marco Rubio did not mince words at a foreign ministers summit in France when asked about a Reuters report quoting President Volodymyr Zelenskyy. Rubio called Zelenskyy’s claim that the United States conditioned security guarantees on Ukraine pulling back from Donbas a lie. He said he saw the statement and was surprised Zelenskyy would repeat it because, Rubio added, it was not what U.S. officials had told Kyiv. Rubio framed the matter as a straightforward correction of the record and made clear he found the assertion misleading.
What Rubio says the U.S. actually told Kyiv
Rubio explained the core point plainly. Security guarantees would not automatically activate in the middle of a war. The United States told Kyiv that guarantees would come after an end to hostilities. In other words, guarantees are meant to deter future aggression once a conflict is concluded, not to pull American forces or commitments into an active battlefield. Rubio emphasized that this guidance was not tied to a demand that Ukraine give up territory, and he said the claim that it was attached to a Donbas withdrawal simply did not match what was communicated.
Why the distinction matters
The difference matters for both strategy and politics. If U.S. guarantees were conditioned on ceding ground, that would look like pressuring Ukraine to accept territorial losses. Rubio rejected that framing and stressed that the U.S. role has been to explain what each side wants and see if diplomats can bridge the gap. From Washingtons perspective, making clear when and how security commitments would be applied matters for deterrence, for alliance credibility, and for how Ukrainians weigh peace offers on the table.
Context of a strained relationship
The exchange is the latest strain between Kyiv and the Trump administration since President Donald Trump returned to the White House in January 2025. Relations have seen rocky moments, including a public clash in the White House that drew attention last year. Still, despite tensions the two sides have continued to work together. Rubio acknowledged that global events like the situation in the Middle East can shift priorities in Washington and influence how the administration allocates attention and resources.
What comes next for Ukraine and the U.S.
Rubio says the U.S. will keep explaining Russian demands to Ukraine while not dictating Ukrainian decisions. The United States can help negotiate, clarify options, and offer security frameworks after a war ends. But Rubio underlined that Kyiv ultimately makes its own choices. The public dispute over what was said underscores how sensitive diplomatic signals can be when lives and land are at stake.

SECRETARY RUBIO: That's a lie, and I saw him say that, and it's unfortunate he would say that because he knows that's not true. That's not what he was told. pic.twitter.com/9SygxeFXWA
