Judge says Trump overstepped on election rules
A federal judge in Boston has permanently blocked President Donald Trump’s administration from enforcing most of an executive order on elections, including the part that would have required documentary proof of citizenship when people register to vote. U.S. District Judge Denise Casper, an Obama appointee, said the Constitution does not give the president specific power over elections. That is not exactly a minor paperwork dispute. It is a direct clash over who gets to set the rules for federal elections, and the court came down hard against the White House.
What the order was trying to do
Trump signed Executive Order 14248 in March 2025, calling for stronger election safeguards and arguing that free and honest elections must be protected from fraud, errors, and illegal voting. The order said states must follow federal laws that protect voting rights and prevent non-citizens from registering. It also pointed to federal statutes that bar foreign nationals from voting in federal elections. Supporters saw it as a basic common-sense step, because asking for proof of citizenship before registering to vote seems about as wild as asking for ID before boarding a plane.
Congress is still fighting over SAVE America
The ruling lands as Trump keeps pushing the SAVE America Act, which would require a valid ID to register for a federal election, along with proof of citizenship and no mail-in ballots. The bill is still stalled in the Senate, where plenty of lawmakers talk tough about election integrity until it is time to vote on it. Trump even showed up on Capitol Hill Wednesday for a Senate lunch to press the issue, skipping a housing bill signing to keep attention on the election fight. If nothing else, he is making it very clear where he wants the battle to be fought.
Appeal is coming fast
The Justice Department says it will immediately appeal the ruling, so this fight is far from over. The Associated Press reported that the judge agreed the Constitution gives states and Congress authority over elections, and that Trump’s order crossed the line on separation of powers. For voters who want tighter rules, that is a frustrating result. For everyone else, it is another reminder that the courts will be the referee in nearly every major election fight from here on out.
